MEO Class - I Preparatory Course Description
MEO Class – I Preparatory Course is a 2-month DG shipping-approved course, the main objectives are to prepare a candidate to appear for the examinations of MEO Class – I of the Certificate of Competency as Chief Engineer of a Foreign going Ship.
This course covers part of the education and training required under Regulation II/2 and aims to meet the standards of competence specified in Section A-II/2 of the STCW 95. Appendix M-II/2A of META Manual Vol. II and IMO Model course 7.01 should be used in the preparation of material for this course.
The MEO class 1 CoC is valid for period of 5 years after which they have to attend the RUT Course to become eligible for sailing.
MEO Class - I Preparatory Course Eligibility
To attend the MEO Class – I Preparatory Course, you need to clear all of the points mentioned below.
- For Motor/Steam
- Must have done 36 Months as Engineer officer on watch which shall include 12 Months as holder of COC as MEO Class II and, but in case if candidate have done 12 Months of sea time as 2nd Engineer officer for Steam/Motor then 36 Months shall be reduced to 24 months.
- The propelling time must be at least two thirds of the corresponding sea service period.
- For Combine (Motor and Steam)
- Must have done 40 Months (20 Months Motor + 20 Months steam) which shall include not less than 12 months as holder of COC as MEO Class II combined (Steam and Motor) and, but incase if candidate have done 12 Months 2nd Engineer officer for Steam/Motor then 40 Months shall be reduced to 36 Months (18 Months motor + 18 months Steam).
- The Propelling time must be at least two thirds of the corresponding sea service period.
Documents Required for MEO Class - I Preparatory Course
To apply for the MEO Class – I Preparatory Course you need a list of documents such as::
- INDoS Id
- A valid CDC with proof of 18-month sea service,
- MEO Class II CoC
- Sea time completion letter from the company for calculating Propelling time.
- Valid Medicals by a D.G. Shipping Approved Doctor (Click here for the list of DGS Approved Doctors),
- A valid passport.
MEO Class - I Preparatory Course Details
The MEO Class – I Preparatory Course equips seafarers with the essential knowledge and skills to pass the MEO Class – I CoC exams easily. The training covers:
- Knowledge of National legislation, Indian Merchant Shipping Act, knowledge of International Treaties, Conventions, Protocols, Rules legislations & regulations including United Nations Convention on the Law of the Sea 1982 (UNCLOS).
- ISO 9001-2008, ISM Code, – Ship board internal audit – Total Quality Management
- Classification societies and their functions. Certificates and documents as per international convention.
- Ship Stability.
- SOLAS Convention.
- Official log books and procedures relating to entries.
- Monitor and control Compliance with legislative requirements and measures to ensure the safety of life at sea and the protection of the marine environment.
- Ship security system.
- World Health Organization & International Labor Organization.
- Ship surveys and inspections for port state control/flag state control Various MOUs and their salient features.
- P&I Clubs, – principles of protection & indemnity Insurance – types of P&I covers available – their modes of operation.
- Human relations and modern management principles, Emergency Preparedness.
- Leadership and managerial skills, Training of trainers. Chief Engineer as a trainer for engine room staff, Inventory management, including & Management Information Systems.
- Economizing of fuel consumption, budgeting & Practical electricity and electronics, Engine developments.
